2.1 Review of the Procuring entity

Based on the Black Peak 150MW wind power project in Serbia, CRNI VRH POWER DOO Zagubica is the service requestor.

2.2 Scope of tender

Crni Vrh Power Doo Zagubica is seeking proposals from qualified accounting firms to provide financial and accounting advisory services in a supporting capacity. The selected firm will collaborate with the company’s internal finance team, with services including but not limited to:

• Financial Reporting Support

• Compliance&Tax Advisory

• Audit Facilitation

• Strategic Financial Advisory

2.3 Quotation Requirement

Prospective accounting firms ("Bidders") shall adhere to the following requirements when submitting proposals:

Advisory Team Composition:

• Bidders must propose a dedicated advisory team comprising:

• 1 Lead Partner (with minimum 5 years of experience in financial/tax advisory services).

• 3+ Practicing Advisors

• Team members shall not be substituted without prior written approval from Crni Vrh Power.

• The team must demonstrate collaborative capacity to support the company’s internal finance staff (per Section 2.2).

Service Pricing Structure:

• Provide a fixed-fee quotation for the advisory services outlined in Section 2.2.

• Fees valid for 30 days post-submission (until May 7, 2025).

• Hourly-rate alternatives (if offered) must include capped maximums for each service category.

3. Proposal Submission

• Required Documents:

• Firm profile and team CVs (highlighting IFRS/Serbian tax law expertise).

• Methodology for delivering advisory (not operational) support.

• References from similar engagements (e.g., advisory for energy-sector clients).

• Late submissions will be rejected.

4. Bidder Commitments

• Attend a mandatory remote clarification meeting to align on advisory expectations.
